Employment of Relatives

1. The basic criteria for the appointment and promotion of faculty in the several institutions of the University System shall be appropriate qualifications and performance as set forth in the policies of the Board of Regents. Relationship by family or marriage shall constitute neither an advantage nor a disadvantage.

2. For the purpose of this policy, relatives are defined as husbands and wives, parents and children, brothers, sisters, and any in-laws of any of the foregoing.

3. No individual shall be employed (in a full-time, part-time, temporary, or student worker position) in a department or unit which will result in the existence of a subordinate-superior relationship between such individual and any relative of such individual through any line of authority. As used herein, "line of authority" shall mean authority extending vertically through one or more organizational levels of supervision or management. [UGA clarification: To comply with required internal controls, department heads are responsible for ensuring relatives (as defined above) do not control the scheduling, timekeeping, or other payroll functions for employees in this category.] (Clarification added 4/5/04)

4. Number 3 above will not apply to:

  • Any individual employed as of February 14, 1990, at any institution where a relative of such individual then holds a superior position at least one level of supervision removed from such individual in any line of authority; or
  • Exceptions approved by the Board of Regents upon recommendation of the Chancellor as being clearly in the best interest of the Institution and the University System.

Students - See Types of Employment

Recruitment from Local Business - The University will not as a general practice actively recruit employees from local business firms. However, if any employees from local business firms present themselves at the University Human Resources Division and submit application for employment, they will be considered along with other applicants.

Employee Continuing Education - When and if a regular employee enrolls for attendance in courses of instruction at the institution of employment, determination shall be made by an appropriate official of the Institution as to whether such individual will remain as a regular employee pursuing part-time learning experience or whether the employee will be designated as a student employee.

Age - No person under the age of 18 may work in a hazardous occupation. The employment of all persons under the age of 18 but not less than 16 years in non-hazardous occupations shall be in compliance with the regulations of the U. S. Department of Labor and with applicable State law. Minors between ages 14 and 16 are permitted to work as apprentices or interns only if they are part of a UGA-approved aprenticeship/internship program through the Human Resources Division.

Working without pay - No person of any age may "volunteer" to work in or for a UGA department unless their efforts are part of a structured volunteer program approved by the University.
